Hunyer's education 101. 1) Safety on unless you're ready to shoot. 2) When laying gun down to cross fences, or do anything, ensure safety is on AND gun is pointed away from where people will be.

This accident is 100% on the careless gun owner. The gun (nor the dog) did anything wrong.

A friend of my father killed himself by not following this rule.
Unfortunately, he's not alone. I grew up in a rural area where almost everybody had a rifle and a shotgun, and hunted regularly. I think in many cases it's not that people don't know, but they get too comfortable, too complacent... and that's when preventable accidents happen.
