They can just use some of the "civil asset forfeiture" slush fund and pay them off.
To say I'd be a bit "emotional" if my dogs were shot would be a massive understatement.

Anyone want to take bets on all shots fired being from one officer who killed an innocent animal, shot an innocent homeowner, and shot his/her partner?

Training, anyone? Sounds like these cops had none. This is the result I would expect from a bunch of drunken Redneck Rambos. It reads like a bad comedy. I keep picturing it play out with the "Barnum & Bailey" circus music playing in the background.
