If this is a City of Brotherly Love, there's no hope ...
I live in a red city and we have "homeless" tent camps. Now, they do a good job of getting them off the streets.
I a few years back the homelessness and loitering got so bad in downtown Nashville that their democrat mayor finally made it illegal to do it and finally got the police to get them off the streets.
I don't think these mayors realize what this does to tourism and everyday business when they allow homeless to just sleep on the streets.
