Woodward was beefing with Obama's staff over Woodward's criticism of Obama's messaging on budget cuts.

To the point above, I do believe that blacks are disproportionately arrested for this "offense"........but aside from that it's amazing ANYONE is arrested for it.
The thought that you or I need to be locked in a cage and fined for doing what is done in that video is ultra regressive and frankly, stupid. No good is done for society by that.
Certainly I agree no one should be driving high or giving to kids.........BUT we accept that risk with alcohol and we keep beers in the fridge and society maintains. Arrest people for the DUI, NOT the possession.
