People looking for an opportunity to work hard and improve their life, educate their children, and be productive members of society would all be welcome. The only stipulation is they must bring one American deadbeat in to be deported to the country the new immigrant came from. Citizenship status would be stripped from the deadbeat and given to the new American.
Think about it; we would have a flow of hard working people motivated by opportunity to do better while at the same time reducing the burden of those unwilling to earn their keep. Billions in taxable revenue would come in coupled with billions in savings for government programs (that could eventually be eliminated altogether). America wins!!
