A Cook County judge on Wednesday ordered the release of two men who spent more than 23 years in prison for murder, but have long insisted they were framed by a Chicago police detective who is at the center of several wrongful conviction probes.

In a brief court hearing Wednesday, Judge LeRoy Martin agreed to the prosecutor's office request to vacate the convictions of Jose Montanez, 49, and Armando Serrano, 44, who were serving 55-year sentences for the 1993 murder of Rodrigo Vargas, slain in what authorities said was an armed robbery. The men have been behind bars for more than 23 years, and more than a decade after the prosecution's star witness recanted his testimony.

The Chicago Police Department has been tarnished by years of allegations of cops torturing and beating suspects. Last year, Emanuel announced a $5.5 million reparations package to victims of rogue police commander Jon Burge, who from the early 1970s to early 1990s has been accused of overseeing the torture and beating of dozens of mostly African-American suspects.

Police brutality cases cost the city more than $500 million in settlements legal costs over the last decade. The department is now also in the midst of a Justice Department civil rights investigation that was launched last year following widespread protests in the city after the department was forced by court-order to release police video that show a white police officer shooting an African-American teen, Laquan McDonald, 16 times on a city street.

Not like pulling someone over for a minor traffic violation and shooting them?

I can imagine the training materials...

Cue the narrating voice from any number of old instructional auidio/videos.

When a driver who has been pulled over for a minor traffic violation upsets the officer in any way, the officer shall pull out his/her service revolver and shoot any other passengers in the vehicle as a means to punish them for the actions of the driver. The officer shall take pride in knowing that his/her actions have punished the passengers justly for the offenses of the driver, and may rest assured that those passengers learned their lesson and will never violate the rules of the road nor challenge the authority of police, for they are now dead.

Don't try to read in between the lines. Like I said, when people are following the law (telling the officer that they have a license, and have a firearm.) then still get shot, we have a problem......

I don't know what the solution is, but we have to try something, and no killing cops is not it.

With all due respect- Do you think killing cops is going to make things better? Cop killers are terrorists.

SOP. Someone does something wrong, everyone either gets punished or has to lose some privilege they had previously, not just the one(s) who did wrong. I used to call it shotgun justice - instead of using a sniper rifle to pick off the guilty, they use a shotgun to spray everyone. And that was common in the military and govt federal service.

Yeah, there needs to be full A/V n the cops and the car, and they need to know that investigations will be swift.

Cameras start rolling when you start work, and do not go off.....

To make things even better, footage should be available to the public live.

Fundamentally, penalties need to be harsh enough to show that police brutality will not be tolerated. It also means an independent group should be doing the evaluation in such instances. At least get it to a jury.

Even then justice won't always prevail.

The date/time stamp in the videos need to be left intact without snipping and editing. I like the camera idea. At least it is logical progress.

True, but bad cops can now be brought to justice easier....

I would say that the cameras are not for catching the bad guys, that is what the cops are for.
The cameras are for making sure the cops don't become bad cops while catch the bad guys, or others.

So another thought on this...

All white people are being punished for the acts of white officers for killing black people. So we should also punish all black people for the acts of angry black people who killed white cops.

Blacks punish whites for killing blacks, then whites punish blacks for killing whites to punish them for killing blacks. Then blacks punish whites for killing blacks to punish them for killing whites to punish them for killing blacks, ad nauseum. Meanwhile, two mexicans are holding up the bottom of the chain link fence waving as many illegals as possible through to the US while our attention is diverted...

And that applies the other direction too... I'm sure of the officers killed it wasn't just the bad ones that were targeted.

The sad part is, a lot of good people in both demographics are being very negatively affected by the actions of a few.

Are you serious? That would enable a sophisticated criminal to know exactly where the cops were and where they weren't, thus making it easy to select crime scenes.
